This suit, whose jurisdictional allegations establish only federal question jurisdiction, results from an unfortunate encounter between the plaintiff — a diabetic — and officers of the Sheriff's Department of Frederick County, which enforces, inter alia, traffic laws on public roads in that county. Although terribly unfortunate, the results of this encounter do not present a triable case...
