Appellants Carole Keeton Rylander, Comptroller of Public Accounts of the State of Texas, and John Cornyn, Attorney General of the State of Texas,1 appeal from a summary judgment in favor of appellees Palais Royal, Inc. and 3 Beall Brothers 3, Inc. (together "Bealls"), arising from a taxprotest suit. See Tex. Tax Code Ann. § 112.052 (West 2001).
