Blakehurst Life Care Community/The Chestnut Real Estate Partnership ("Chestnut/Blakehurst"), appeals from a decision of the Circuit Court for Baltimore County, affirming a decision of the County Board of Appeals (the Board),1 denying Chestnut/Blakehurst's request for approval of the addition of 63 parking spaces to the Blakehurst premises.
