A federal grand jury indicted Billy Dean Brown, an enrolled member of the Spirit Lake Tribe, with three counts of assault resulting in substantial bodily injury to a child under 16 and one count of assault resulting in serious bodily injury. See 18 U.S.C. §§ 113(a)(6) & (7), 1153 (1994). The events surrounding the charges occurred on the Spirit Lake Reservation in North Dakota and arose out of injuries suffered by J.J.B...
