Alicia Moreno appeals from a summary judgment granted in favor of the City of El Paso on the ground of limitations. The sole issue on appeal is whether the El Paso Municipal Code's requirement that a person give notice of an injury within ninety days delays the accrual of the cause of action and thus extends the running of the statute of limitations until notice is given.
