Benjamin Robert Mauldin appeals the district court's denial of his request for an injunction against the Texas State Board of Plumbing Examiners and its executive director, Robert L. Maxwell (collectively, "the Board"). Mauldin asked that the district court declare unconstitutional the Board's requirement that he supply his social-security number to retain his plumber's license.
