This case arises out of an auto-accident involving a Baltimore City police officer and appellants, Julius and Betty Hargrove. Appellants filed suit in the Circuit Court for Baltimore City naming the Mayor and City Council of Baltimore and Baltimore Police Officer Bryan Keith Carter as defendants. The circuit court subsequently dismissed the case upon review of appellees' motion to dismiss. Appellants noted this appeal to present the following question...
