On August 23, 1999, OCAP notified White that because she had failed to comply with OCAP's career-development requirements, it would not rehire her at the beginning of the school year. White asked the Equal Employment Opportunity Commission ("EEOC") for information about filing an action against OCAP for alleged age discrimination in its decision...
