Plaintiff, Lavonne Bazemore, appeals the district court's order dismissing her complaint against defendants, Colorado State Lottery Division and Colorado State Lottery Commission (collectively, Lottery) and Texaco, Inc., for lack of jurisdiction based on her failure to exhaust administrative remedies. We reverse and remand for further proceedings.
