At issue are whether Orlin Kleven has standing to sue under the public disclosure act (PDA), whether the City of Des Moines violated the PDA, and whether the award of sanctions and attorney fees against the City for violation of the act was proper.

We hold that a person may sue for relief under the PDA even though that person's counsel makes the actual request for public records. We also hold that the trial court properly denied the additional sanctions...
