OPINION AND ORDER

Applicant, Bruce Perryn Zalman, was admitted to the practice of law in the Commonwealth of Kentucky in September 1972. In 1987, a United States Grand Jury for the Western District of Kentucky indicted Zalman on five counts of arranging fraudulent marriages between United States citizens and Iranian nationals.
