This case comes before us on an interlocutory transfer without ruling from the Superior Court (Fitzgerald, J.) for a determination of whether the district court had jurisdiction over an abuse and neglect case involving a juvenile nonresident foreign national, and whether the court's jurisdiction could be invoked to obtain special immigration juvenile status under federal law.
