SAIF attempted to reduce claimant's benefits for temporary disability and to obtain authorization for an offset of previously paid benefits. Claimant successfully defended against those assertions at hearing. He seeks review of an order of the Workers' Compensation Board holding that he is not entitled to an insurer-paid attorney fee under ORS 656.382(2).
