{¶ 1} Appellants, the city of Warren, Ohio, a noncharter city, et al., appeal from the June 5, 2001 judgment of the Trumbull County Common Pleas Court. In that decision, the common pleas court upheld the decision of appellees, the Warren Municipal Civil Service Commission et al. ("appellees") to set aside the layoffs of 19 city employees.
