GARBARINO, Judge.

¶ 1 We hold that the transfer rule of the Arizona Interscholastic Association, Inc. (AIA) does not conflict with Arizona's open enrollment policy, nor does it violate the Equal Protection Clauses of the Arizona and United States Constitutions.
