D.C. (the "father") and S.S.C. (the "mother") are the parents of H.C. (the "child") who was born in April 1995. When the child was 12 days old, the father dropped her. The child's skull was fractured, which caused her to suffer from permanent-partial paralysis and some brain damage resulting in learning disabilities and seizures.
