THIS MATTER is before the Court on Defendants' motion to dismiss and motion for summary judgment, opposed by Plaintiff. For the reasons stated herein, Defendants' motions are denied and the parties are ordered to follow Defendant Asheville Housing Authority's grievance procedure to resolve the relevant issue.
