The Crete Education Association (CEA) filed a complaint against Saline County School District No. 76-0002, also known as Crete Public Schools (District), with the Commission of Industrial Relations (CIR). The CEA alleged that the District engaged in prohibited labor practices under Neb. Rev.Stat. § 48-824(2)(a), (e), and (f) (Reissue 1998). The CIR found for the CEA. The District appeals.
