James and Shannon Tarver own a residence in Robertson County, which is their homestead. In 1998, its estimated value was $141,000. In May, the Tarvers obtained a "home equity loan" for $112,800 (80% of the home's value)1 from Sebring Capital Credit Corporation (Sebring), bearing interest at the rate of 9.375% per annum.
