Municipal taxation of real property is governed by state statutes. These statutes reflect the intent of the legislature that, with few exceptions, real property will be revalued only at the time of a periodic citywide revaluation. Without an annual showing of aggrievement, the market value of real property as established in the base year of revaluation carries over and so governs tax...
