Estelle Goings, Carol Vitalis, and Goings's daughter worked in the payroll department within the Financial Accounting Office (FAO) of the Oglala Sioux Tribe. Goings supervised the entire office, and Vitalis supervised Goings's daughter. The women obtained multiple payroll advances and failed to repay them as required by tribal policy.
