This matter comes before the Court on Defendant Department of Commerce's motion to dismiss. This action arises out of the registration of the domain name banco-chile.com by the Plaintiff. Defendant Banco de Chile subsequently challenged the registration with an arbitration panel at the World Intellectual Property Organization (hereinafter "WIPO").
