We consider in this appeal whether Anthony Rinaldi was an "interested person" entitled to notice, see G. L. c. 143, § 100, and 780 Code Mass. Regs. § 122.3.4 (1997), of a public hearing before the State Building Code Appeals Board (board), as required by the "reasonable notice" provisions of the State Administrative Procedure Act. See G.
