Jose Luis Perez-Oviedo ("Perez-Oviedo") agreed to be the captain of the Adriatik, a Panamanian registered vessel. In October of 1999, the Adriatik left the port of Cartagena, Colombia and arrived in Barranquilla, Colombia, where it was loaded with 800 tons of sugar.
