This matter came before the Court on August 7, 2002, for argument on the plaintiffs' motion for a declaratory judgment concerning the constitutionality of sections 1 and 2 of Act No. 6488, 24th Legislature, Reg. Sess. (VI 2002) ["Act No. 6488"]. I found, and the Government of the Virgin Islands conceded, that section 1 prohibits protected speech in violation of the First Amendment.
