I. INTRODUCTION

Andrew Whah, whose child was then receiving Children's Insurance Benefit (CIB) payments, agreed to entry of an October 1994 order requiring him to pay monthly child support of $896. In 1998 he sought a child support credit for the CIB payments. Mary Whah argued in opposition that Andrew had waived any credit in his August 1994 handwritten note stating that he knew he might be entitled to a credit...
