Howard Shapiro became disabled during the course of his employment with the Township of Lakewood ("Lakewood" or the "Township"). When he requested a "reasonable accommodation," Lakewood refused to transfer him unless he followed the standard procedure for interdepartmental transfers — which apparently consisted of going to the municipal building and looking at announcements posted on a bulletin board.
