This appeal arises from a dispute concerning a text amendment to a zoning ordinance enacted by defendant, the City of Asheville. Plaintiffs, whose general collective interest is in outdoor advertising signs that are directly affected by the amendment, argue that the City's actions were improper because the zoning change was approved without regard to applicable state legislative mandates.
