Plaintiff Ricardo Grullon allegedly tripped and fell on an out-of-doors concrete stairway in the Bronx on February 10, 1997. The stairway on which plaintiff fell leads from Tiebout Avenue to the building in which plaintiff resided, 365 East 183rd Street, part of the Twin Parks West Development (Twin Parks), a housing complex owned by defendant-appellant New York City Housing Authority (NYCHA).
