This appeal derives from a Faulkner County Circuit Court order dismissing with prejudice appellant's emergency petition for stay of approval of a subdivision and issuance of a building permit. Because the circuit court lacked jurisdiction due to appellant's failure to prepare and certify the record pursuant to Inferior Court Rule 9, we reverse and dismiss.
