OPINION

EHRLICH, Judge.

¶ 1 Lake Havasu City appeals a judgment affirming an administrative order to cease and desist the operation of child-care programs without obtaining the requisite licenses from the Arizona Department of Health Services ("DHS"). Because a municipal corporation is not exempt from the licensing requirements governing the operation of such programs, we affirm.
