Kinder and the Honorable Thomas J. Brown, III both of whom are circuit judges of Cole County and (2) against respondent receivers Julie Smith, Jackie Blackwell, Sharon Morgan, and Elaine Healey, who administer four funds held in the Cole County Circuit Court's registry.1...
