SLEET, District Judge.

After pleading guilty in the Delaware Superior Court to several drug offenses, Richard H. Boyd was sentenced to ten years in prison. While incarcerated at the Greensville Correctional Center in Jarratt, Virginia, Boyd filed with the court a petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254. The respondents ask the court to dismiss Boyd's petition as time barred by the applicable one...
