The plaintiff, Bethlehem Christian Fellowship, Inc., appeals from the judgment of the trial court dismissing the plaintiff's appeal from the decision of the defendant planning and zoning commission of the town of Morris (commission), which denied the plaintiff's application for a special exception to construct a house of worship in a residential area.1
