The dispositive issue in this appeal1 is whether the trial court lacked subject matter jurisdiction over the plaintiff's appeal from the decision of the defendant, under the Uniform Administrative Procedure Act (UAPA), General Statutes § 4-166 et seq., because that decision was not a final decision in a contested case within the meaning of § 4-166 (2) and (3).2...
