The sole issue in this certified appeal is whether the appeal by the plaintiff, Shirley Williams, from the decision of the defendant, Kristine D. Ragaglia, the commissioner of children and families (commissioner), revoking her special study foster care license was rendered moot when the plaintiff was awarded legal custody of the two children who were the subject of the foster care license...
