MARQUARDT, J.:

W.H. and B.H. (the Hs) appeal the trial court's decision granting J.L. and D.L. (the Ls) temporary custody of and consent to adopt J.A. We reverse and remand with directions.

J.A. was born on December 16, 1998, to K.A., a mentally incompetent female. At the time of J.A.'s birth, K.A. was unable to identify the father. A petition was filed requesting that J.A. be adjudicated a child in need of care. The Kansas Department of Social and Rehabilitation...
