Defendants-appellants Leonel Valdez-Santana, Roberto Ruiz-Rijo and Juan Jiménez-de la Rosa appeal from their unconditional guilty pleas of attempting to import approximately 400 kilograms of cocaine into the United States. All appellants dispute the authority of United States Customs agents to board appellants' boat, search it, and arrest them.
