Hogar Club Paraiso, Inc. (hereinafter "Hogar"), a non-profit organization that operates an elderly home in Barceloneta, Puerto Rico; its owners, Luis Monrozeau-Martínez and Carmen Rosa Diaz; and several of the home's elderly residents (collectively "plaintiffs"), filed this civil rights lawsuit pursuant to 42 U.S.C. § 1983 against several officers of the Commonwealth of Puerto Rico's Family Department...
