The state of Idaho appeals the district court's order setting aside Harold Michael Hanes's guilty plea and dismissing the case. We reverse and remand.

In 1997, Hanes pled guilty to grand theft. The district court withheld judgment, placed Hanes on three years' probation, and ordered him to pay restitution and court costs in the amount of $2,393.50. As a condition of probation, Hanes was ordered to pay $35 per month for probation supervision...
