Nineteen Canadian trucking companies, frustrated by the Immigration and Naturalization Service's refusal for many years to provide guidance on what Canadian truckers may and may not do while driving in the United States on B-1 business visas, sued for a judicial declaration of what the rules are in a number of situations and scenarios.
