The defendants contend that Title VII is the exclusive remedy for the plaintiff's racial discrimination claims and that, to the extent that the plaintiff's tort claims are not preempted by Title VII, the plaintiff failed to name the proper party and failed to exhaust his administrative remedies related to the tort claims.
