Following an injury sustained while working for Drotzmann, Inc., Robert Stelter filed a claim for workers' compensation insurance with the Department of Labor and Industries (Department). The Department denied the claim on the ground that Drotzmann, Inc., was excluded from mandatory coverage and had not elected to provide it.
