In this juvenile dependency proceeding, the State Office for Services to Children and Families (SCF) petitioned for juvenile court jurisdiction over mother, father, and their two children, alleging nine bases for jurisdiction. ORS 419B.100; ORS 419B.385. The juvenile court found the parents and children to be within the court's jurisdiction on the basis of four of the nine allegations, found that the state had failed to prove the remaining five allegations...
