This matter comes before the Court on an application for reinstatement by Movant, William Lloyd Turner, pursuant to Supreme Court Rule 3.510(1). The Character and Fitness Committee recommended a conditional reinstatement but the Board of Governors unanimously denied reinstatement on grounds that Turner failed to comply with the agreed terms of reinstatement.
