On April 20, 2000, the City of Birmingham ("the City") terminated the employment of Sandra Faye Dixon. Dixon appealed the termination to the Personnel Board of Jefferson County ("the Board"). The Board upheld the City's termination of Dixon's employment, and Dixon appealed to a three-judge panel in the trial court.
