LEESON, J.

These two ballot title review proceedings have been consolidated for opinion. They concern the Attorney General's certified ballot title for a proposed initiative measure that the Secretary of State has denominated as Initiative Petition 107 (2002). For the reasons explained below, we refer the ballot title to the Attorney General for modification. See ORS 250.085(8) (setting out procedure); Flanagan v. Myers, 332 Or. 318
