In this case, the petitioner, Michael West, is seeking to overturn his convictions in the State of Maryland for first-degree rape1 and first-degree sexual offense2 on the ground that the State lacked territorial jurisdiction to prosecute him for these offenses. West and a male accomplice abducted a woman in Prince George's County, Maryland, and drove her across the state line...
