Relators, plaintiffs Anna and Billy Martin, Mississippi domiciliaries, filed suit against Special Risk Insurance, Inc., St. Tammany Fire Department, District No. 1 Volunteer Association, and Matthew R. Miller, seeking damages arising out of a motor vehicle collision which occurred on February 7, 2000.
