The Board on Professional Responsibility ("the Board") found that respondent Geraldine H. Owens violated Rules 3.3(a)(1), 8.4(c), and 8.4(d) of the District of Columbia Rules of Professional Conduct when she made false statements, one of them under oath, to an administrative law judge.
